Town networks are set up by the town or city that you live in as a free service 
that any one can connect to. Home net work is set up by you in your own home 
and can limit how many people can connect to you with passwords.  Also tapping 
into the towns wifi is legal as you have there permission and is there for 
everyone. Tapping some one else's home wi fi with out there permission is 
illegal.
