This sounds like some program that is running on startup.
The place to start is an actual startup folder. Go to Start, All
Programs, then click on the startup folder. This is one place where
startup programs are saved. You can remove any programs that you do
not want to start up. If you are not certain whether this is a valid
startup program or not you could copy the contents of the folder to a
text file in notepad and save it on the desktop in case you have to
replace it in the startup folder.
There are other places where startup programs are stored. To find them
I use a program that I downloaded called 'StartupCPL.exe'. I run the
program and it shows several tabs were program names are located. To
keep a program from running at startup you uncheck the check box. This
way if you need to restore it you just check it again. After
unchecking an item you can reboot to see if your problem is gone. You
may need to try more than one program at a time since program names
may be tricky to identify.
