There might be something in your Startup list that is asking for that 
file. It might be easier to just get rid of whatever's asking for the 
file than trying to replace the file.
Go to Start, Run, type Msconfig and look at the Startup tab.  Uncheck 
any program that's not needed.  You can look them up here:
http://www.sysinfo.org/startuplist.php

Also look in your Startup folder to see if there's a any program listed 
there that might be asking for files at startup:
Right-click Start, Explore, Programs folder, and then open the Startup 
Folder.
