If you read the Microsoft page at the link that Ivan Wilson provided in
his reply to you, you will discover that the file your system is looking
for is not used on Windows 98, as the system requirements for it are all
newer Windows operating systems. The following operating systems are
those required to be able to use the file.

As you can see, Windows 98 is not on the list. It is possible that at
some point you have installed a newer program on your computer that
requires this file, but since it will not work on your version of
Windows, the program you installed will not work either. Whatever
program this is, is attempting to start at boot up, through either the
run keys in your registry, or from a shortcut in your StartUp menu folder.
Identifying the offending program will involve the removal of entries
from your startup programs one at a time until you no longer receive the
error message on startup. A useful tool that will identify all programs
set to run at startup is autoruns.exe from Microsoft, which the most
comprehensive startup manager I have seen to date, in that it identifies
autorun programs from more possible startup sources than any other
program of a similar nature. It is available for download from the
following page -

Use it to selectively disable programs set to autostart on your system,
until you no longer get the error message, and then locate and uninstall
the program you last disabled with autoruns. Then re-enable any other
startup programs you have previously disabled during the elimination
process.
That should fix you right up. 8-)
