Yes, you should be able to copy all the files from the Outlook CD onto a 
thumb drive, and then install Outlook onto your netbook.  Just look for 
the Setup.exe program to start the installation.

Another option would be to buy a USB CD/DVD burner.  They are not very 
expensive ($30-$40 US?), and it'll come in handy with the netbook down 
the road.

Also, if your netbook is on a network with another PC, you can likely 
install Outlook onto the netbook over the network.  Just make your 
CD/DVD drive sharable on the network and run the installation from the 
netbook.
