I think you've got a virus. That blue screen is not a Windows screen, it's a virus pretending to be windows. One version of it is called SmitFraud, and it's pretty nasty. There used to be a free removal tool called SmitFraudFix, but I can't find it anywhere. Here's a site that tells how to manually remove it, but you'll have to search for and manually delete a LOT of files and registry entries. Even then it might not fix your PC since there's likely other viruses and trojans. http://www.wiki-security.com/wiki/Parasite/SmitFraud/
If you have any anti-virus installed, boot into Safe Mode by tapping the F8 key at bootup. Run any AV programs you have in Safe Mode. Maybe they'll get rid of it.
