Yes, RFX900 and RFX1800 have the same PCB and the only hardware difference I'm aware of is presence of ISM filter in RFX900. So it's better to buy RFX1800 and re-flash it to RFX900 to avoid removing ISM filter with soldering (with ISM filter it cuts off a big part of GSM range).
