I think this is common in lots of notation.  One of the movements of
the Telemann Gulliver Suite is called the Liliputian Chaconne,
(http://www.laymusic.org/music/telemann/gulliver/lilliputsche.{abc,pdf,ly,mid}
and instead of using a time signature like 3/8, Telemann calls it
3/32, and then writes several measures where one part in fact has a
length of 3/16, while the other is actually 3/32.  I played it without
noticing, until I transcribed it and the bar lines in the score didn't
line up.
