This would be true if ABC were used only to generate staff notation.
However, since it's also used to generate MIDI, lilypond, and at least
potentially other applications which need a precise mapping between
ABC notes and pitches, I think it's appropriate for the standard to
prescribe such a mapping. I don't want my toaster playing "Give my
regards to Broadway" with incorrect accidentals on the tied notes.
