How on earth does that let you control part playing order in multi-voice
music?

I've always assumed "P:" *had* to mark larger units than "V:".  I can
think of only one piece in all music where you'd want different voices
to have different part boundaries (one of Elliiot Carter's string
quartets: six movements for two of the instruments and four for the
others).
