It means it could go anywhere in the file.  It would be a good place
to put the file's URL (and it wouldn't hurt for the Tune Finder to
add it automatically).

This seems like something that couldn't reasonably go in the ABC at
all - text that goes at the foot of the page could be absolutely
anything, maybe with no link to the music ("see page 27 for our
special offer this month!")
