 Without looking too hard at the definition my guess would be like

 Otherwise it's clear from the context how things should be executed.

 Make sure you understand that this has nothing to do with how it should
 be executed, but simply how to describe in abc-code something that
would
 print in a certain way. It's a basic feature of abc that it maps the
 notation of music and not the performance of it. A classic example is
 "|f^ff=f|" which should display as four notes on the f-string, a sharp
 in front of the second and a cancelation sign in front of the last. The
 Universal Rules Of Music Theory (tm) tells us that this means f, f#, f#
 and f, since the sharp lasts the remainder of the bar, still we *don't*
 write "|f^f^ff|" in abc!!!!!!

 Since this is a general question about music theory I suggest you ask
 this question on rec.music.theory. There you have a better chance of
 getting qualified answers.
