I have followed Leonard's suggestion, and looked at pdfTeX. It turns 
out that pdfTeX does not support ttf directly, but rather it provides a 
utility programme ttf2afm that can generate and afm file from a ttf 
font, and I am fairly confident that after a few adustments the utility 
will generate what we need.

As it stands, the programme only handles 8-bit font encoding, but 
modifying it for 16-bit encoding is trivial; there are some additional 
hurdles to overcome, but nothing that should prove impossible. I 
will let you know once I have some kind of a result (or problem).
