autoheader

This mail is primarily for sam.

So in autogen.sh, we run autoheader.  Debian gave me a new version of
autoconf (2.50) and autoheader refuses to run now, giving me some sort of
error.  But autoheader seems primarily useful for creating a config.h
file, which we don't even use.  Can we skip the call to autoheader?
