Hi: It is definitely a problem. One of the trade associations I belong to has taken on the roll of advocate for people who have not been paid on a few occasions. This really helps the freelancers and keeps the buyers more honest.
Overall though, accountability is still a major problem with online transactions, so as much as possible, I get references or background info to find out how reliable they are.
