If I were you, then I would just go ahead and file a PIL against the bank since the information has not been disclosed without any reason. the right to information act although looks fantastic at the surface level, it actually takes ages to expect justices of some sort. Of course I know that it is an expensive suggestion, but worth doing it since it's fruits can be extended beyond a particular situation. It is also a good idea to see whether you can mobilize at least some of those handicapped candidates who appeared and see if they can share the cost in filing a PIL.
