i somehow feel that if the scribe is to be arranged by the authority, the VH 
candidate should be allowed for the following:

1. the candidate should be asked to come, 10 days, before the exam to test 
the reading and writing capabilities of the arranged scribe, avoiding, any 
complaints by the candidate, at the time of the actual exam.

2. if unsatisfied, the candidate should, however have to manage, if he/she 
is not capable of arranging a better scribe, arranged by the authority.
