I am reproducing letter which I wrote to delhi Univ. for getting me a
special arrangement for my exams on computer in LL.B papers.
Date: 29 March, 2006

To

The Examination Controller,

Univ. of Delhi, Delhi-110007.

Subject: Application for facilitating visually challenged students
to write exams independently with the help of a computer with screen reading
software.

Respected Sir,

This is to bring to your kind notice that now technology has empowered the
visually challenged persons or print disabled to read and write
independently with the help of a screen reading software, which could easily
be installed on any standard PC with windows platform. The text is read out
in speech by a software speech synthesizer in audio form. In addition to
this the visually challenged are also able to type on the standard keyboard.
The words which are typed are also read by the same screen reading software.

The people with visual disability could immensely benefit from this
evolution if given an opportunity to write their exams with such skill.

The CBSE has already issued a circular to this effect, whereby the students
with visual disability could now write their exams independently with the
help of a computer. In Fact, Few students have successfully written their
exams independently with the help of computer installed with screen reading
software.

Like wise, I also would like to appear in My LL.B. exams with independence
and write the same on computer through screen reading software. I hope you
would encourage such efforts by creating an accessible environment for the
persons with disability.

Your efforts in this regard are appreciated by the persons with visual
disability at large and would go a long way in restoring their dignity of
life and liberty conferred upon the all citizens of India without any
discrimination by its constitution.

With due Regards,

Thanking You,

Yours Sincerely,

Vipin K. Malhotra
