No.financial assistance ugc.doc 25/07/2007 To The Secretary, University Grant Commission, Bahadur Shah Zafar Marg, New Delhi--110002 Respected Sir, This is in reference to the financial assistance provided to the teachers of universities and colleges under the schemes of UGC. I wish to bring to your kind notice the following facts: 1. The amount which is paid to the teachers is not sufficient to meet their diverse requirements in order to do their duty efficiently. The amount allocated (Rs.12000 per year) nowhere caters to their needs. The nature of disability requires that they have to convert the texts in their alternative formats for which they not only need a person to read but they also require certain special equipments which include purchasing of tape recorder/computer with screen reading and OCR software, Braille paper and other accessories. These days Laptop is also a handy option to enable them to work under accessible environment. So it is proposed that financial assistance should be raised to no less than Rs.30000/- annually to meet the special needs of the teaching staff suffering from visual disability. 2. The process of reimbursement is so cumbersome that at times it takes years to get the bills reimbursed. The process itself requires too much of a bureaucratic process. It is suggested that the financial assistance should be provided through a simplified mechanism. It could be in the form of an allowance just like HRA or TA. or University departments and colleges should be given special instruction to reimburse the amount within a stipulated period.
