As Harish ji mentioned, the NVDA 2019.3.1 has moved to Pythen 3 making it impossible to use addons developed for earlier versions of NVDA. Hence, for the time being, either use ESpeak or Windows core voice which has better quality than ESpeak. The fix for the same is coming out very soon.
