While the constitution was being drafted, this question came up for
official language of the union, and after a lot of debate Hindi was
chosen.
Official language for the purposes of governance of the union (Article
343), and the initiatives to promote it (as at the time Hindi was not
really a language of office communication) were stated in Article 351.
Governments have been debating this over and over and passing different
resolutions from time to time, discussions are open on choosing other
official languages partially/fully. And as highlighted, the government
communications are actually done in 3 languages, the state's local
language, official language of the union, and the international
language.
It's not a question about unjustice by a bank, discrimination, or
disability. Its about an article of the constitution about language of
communication and following it. And as highlighted there are other
methods
to prove *proficiency* in the language other than graduation.
Something from personal experience now:
I have been doing a lot of travelling due to my work, long travels,
spending 1 or 2 days entirely in trains. I have met a lot and lot of
bank
officials over these travels. A manager from MP deputed in core south
Kerala, a manager from Kerala in rural Bihar, another from Bihar in
Coorg,
and many more. These guys have never complained about being in a
entirely
different language background, where they might be the only person in
the
entire office and residential locality speaking that language, eating a
type of food, and the practice of culture. I have always heard praises
on
how their local staff helps them with translations, helping them know
their
culture, share thefood and local knowledge, and basically a two-way
sharing
of all. The way public banks are implemented in India they promote a lot
of
diversity, and I feel good homework should be done before
blatently alledging them of something which they might not be culprits
of.
