Hi,
Although I've never used this Tax website interface before, you are
describing something I have definitely seen before, where with PC ccursor on
a web page if you hit an otherwise inaccessible button, you get taken
totally out of the web page and land in either another opened application or
on the desktop. You said for you it takes to the home page, not sure if you
mean the home page of the website portal or the home page of your browser,
but still worth trying the below and say what happens.
I'm offering you here some advice based on my own experience with buttons
accessed with virtual PC cursor turned off doing strange things, which might
very well help you.
Since it does display to PC Cursor (I'm assuming you're using Jaws), but if
NVDA let me know and I'll modify the instructions.
Try the following:
1. Press Alt Space bar then X to maximize the browser window;
2. With Virtual PC Cursor turned off (Insert Z), tab along till you find
that button using PC cursor (not virtual PC cursor);
3. Press Insert Numpad Minus to route Jaws cursor to PC cursor (in Laptop
keyboard layout that would be Capslock and Left bracket);
4. Now initiate a left-click either with Jaws or with left mouse button.
This sometimes works better than pressing Enter on the continue button with
PC cursor active.
However it might also be an idea to try to maximize the screen first (Step 1
above), then the good old Enter button or spacebar might also work instead
of the above steps 2 onwards.

Yes, I did it after login to income tax return filing portal. i feel
still it is bit tricky.
Paying income tax without login is inaccessible because continue button
only appear in PC cursore and pressing the button takes to home page.

Have you try to file ITR using cleartax.in portal? it is farely accessible
with NVDA in edge browser.
