Many platforms we use these days have both a Web interface separately and a 
dedicated app separately.
This is true for Youtube also. You can access Youtube using the Web browser at 
http://www.youtube.com or you could download their dedicated App which gets 
installed into your computer's operating system and has a desktop shortcut and 
program manager icons like other apps do. There is usually also phone installer 
Apps for the phones also for the platform.
The developer may employ different technologies which will also mean different 
levels of accessibility in each case, even for the same platform.
Most of the time the Web-based interface is the best because it uses HTML which 
our screen-readers are very compatible with. Sometimes the Apps provide more 
functionality to access extended services provided by the business concerned, 
but sometimes the Apps themselves may lack accessibility so it's a trade-off 
between functionality and accessibility. So sometimes we may want to use the 
Web-based interface for some things, sometimes the phone App for other things 
and the computer App (Windows in most cases) for still other things related to 
the business offerings.
Usually a combination like this is what's necessary for us to come close to 
sighted people's access of the full offerings.
One last point on this I should cover is the desktop shortcuts you mentioned:
It is possible to have a Desktop shortcut for the App itself, but also for the 
Web-Link to the web-page of the platform which will open from your default 
browser. Usually when you install the App the shortcut will refer to the App 
itself, but in some cases a shortcut to the Website can be placed on the 
desktop, and also you can manually create a shortcut yourself on the desktop 
that points to the Website address to be opened by your default Web browser.

What is the difference between opening the web page through google chroam and 
installed the web page as an application in windows desktop? 
for example, I opened youtube with chroam browser, it prompted me to install 
the page as application and i did it. now there is a shortcut "youtube" on my 
desktop and also in installed application list. I did the same for IRCTC and 
mobikwik web page. now what is the difference between twos. if there is no 
difference, then why google croam prompt to install it as application.
