I also echo the sentiments of pride on this significant achievement.  The 
recent RBI circular (RBI/2024-25/83 CO.DPSS.POLC.No.S-708/02-12-004/2024-25), 
titled "Facilitating Accessibility to Digital Payment Systems for Persons with 
Disabilities – Guidelines," is a groundbreaking step in making the financial 
sector more inclusive. It also aligns with the DFS, Ministry of Finance’s 
notification on accessibility standards, issued in February 2024 and subsequent 
annexure notification Accessibility Standard Guidelines for infrastructure and 
services in Financial  Institutions across India dated 02/09/2024.

I would like to express my gratitude to key stakeholders like Amar Jain, Rahul 
Bajaj, the Mission Accessibility team, AICB,BGFI and other stakeholders such as 
CCPD for their relentless efforts in making this happen. Special thanks to 
George Abraham sir for pioneering advocacy efforts in this area.

Additionally, I wish to draw attention to the forward-looking standards issued 
by the Department of Financial Services, in september-2024 which are referenced 
in this circular along with standards, issued in February 2024 . The points 
enumerated include:

1. Infrastructure (Premises owned/operated/used and/or managed by FI): Ensuring 
accessibility during the construction of new buildings, such as providing ramps 
and handrails, non-slip surfaces, and clear signage.

2. Training and Awareness: Formal training for employees of financial 
institutions to be sensitive and supportive to customers and colleagues with 
disabilities.

3. Other Facilities: Practical assistance to visually impaired customers, 
provision of magnifying glasses, nodal officers, and additional support 
services.

4. Doorstep Delivery of Services: Facilitating home delivery of services and 
documents for persons with disabilities through agents or digital means.

5. Information and Communication Technology: Involving visually challenged 
individuals during the testing phase of digital services to ensure 
accessibility.

I experienced the same. I prefer paytm for recharges and other bill payments. I 
use google pay for money transfer. Since the RBI guideline is issued on 11 
October, we can wait for a month or so and then complain. The only problem is 
that I find it difficult to write feedback on mobile. I checked the website for 
an email id, but didn't find one for complaining.

For the last ten days or so, the UPI PIN section of PayTM has become 
inaccessible. The moment we land up at the PIN section, the talkback goes blank

contacted for any clarifications / queries by RBI in this regard. While 
adopting any solution for the said purpose, PSPs should ensure that security is 
not compromised.

This directive issued under Section 18 and 10(2) of the PSS Act, 2007 would 
ensure all entities that operate payment systems such as a payment gateways, 
payment wallets, point of sale devices, amongst others will have to make their 
digital assets accessible. All the PSPs should opt-in services of competent 
accessibility professionals / service providers in order to ensure compliance 
with the said directive in letter and spirit.



As the active users of digital payment systems it is our responsibility to pass 
on any accessibility issue that we face with any of the apps, websites, 
including payment wallets, payment gateways, point of sale devices that 
facilitates payments, not only to their top management, but also copy on the
