I experienced the same. I prefer paytm for recharges and other bill payments. I use google pay for money transfer. Since the RBI guideline is issued on 11 October, we can wait for a month or so and then complain. The only problem is that I find it difficult to write feedback on mobile. I checked the website for an email id, but didn't find one for complaining.
