I think both the suggestions are totally valid. For sanitization, I want to share my experience with Pearson's ONVU testing platform. This platform once active does not allow the candidate to access any third-party window or minimize the testing screen. Hence certainly such mechanisms already exist which can be leveraged to conduct a fair yet accessible exam.
