The update is being rolled out to all users slowly, but when you'll get that update depends on the model of your device and the version of Windows. Until the JAWS or any other screen reader's scripts are written, you can use the WhatsApp built-in keyboard shortcuts, many of them are accessible while your virtual cursor is turned off.
