Hello, First, in my opinion, a totally blind person can not function as election observer. For those, who differ with me on this, sorry for bothering you. Secondly, again in my opinion, if he has been given such a responsibility, he should try to sor it out unofficially at first by personal means by convincing the concerned officials that he may be excused from such a responsibility, next if it does not work out, he may contest that electoral observation is not a part of job profile of a given post and so, he is not dutybound to perform it.
