would like to know that is there any specific rule under wich the
visually impaired persons can be exempted to assign the election  duty
as observer? If possible,may I know the said rule? Further, the
concerned person has submitted the certificate of disability to the
district  collector for the exemption but yet no written communication
has been received from them confirming the cancellation of the name of
the said person from the list of the candidates who have been
assigned the aforesaid election duty. In this regard, I would kindly
like to know that what steps are to be taken by the concerned disabled
person to avoid further course of action. Sorry for bothering you all
further. Your kind cooperation in this regard is highly solicited.

First, in my opinion, a totally blind person can not function as election
observer.
For those, who differ with me on this, sorry for bothering you.
Secondly, again in my opinion, if he has been given such a responsibility,
he should try to sor it out unofficially at first by personal means by
convincing the concerned officials that he may be excused from such a
responsibility, next if it does not work out, he may contest that electoral observation is not a part of job profile of a given post and so, he is not
dutybound to perform it.

Hullo to all, I have one difficulty which I want to share with you.
One of my friend who is working with one central public sector
undertaking has been assigned the election duty as observer by the
state government. He is disabled person and having the disability of
visual impairment. In these circumstances, I would like to know that
can state government assign such duty to the disabled person who is
totally blind. If yes, how can this duty be performed by such persons?
If not, what remedies the concerned person has in the eyes of the law?
In this connection, I am requesting you to kindly advise me in this
matter. Your kind cooperation in this regard is highly solicited.
