Hello Kanchan The name of tahaseeldar in Rajasthan remains elusive despite my searches... However, I vaguely remember he was posted in some training institute for state revenue department or so, and not in a regular office work.
Regarding job profile of tahaseeldar/naib tahaseeldar, he/she is a officer of state revenue department entrusted with executing the schemes at the taluka level. As such, the work may comprise of supervising the schemes, issue of various certificates, ensuring post disbursement supervision of utilization of allocated funds for various works, approving proposals/notes based on supporting file documents in print/handwriting, etc. The work is performed in well lit and ventilated offices!!! and requires outdoors visits sometimes. Job requirements may include: reading writing sitting standing etc... However, most of the file work at the state level is in local language and due to non availability of reading/scanning technology in local language, computers/scanners may only be of very limited use. So, we may say that a totally blind person can perform the work with reasonable accommodation if such reasonable accommodation includes live assistance in the form of a clerical assistance. I think providing live assistance full time may be construed disproportionate burden as the post is class ii at the taluka level, and all said and done, a totally blind person is not in a position to verify the numbers etc. which constitute an indispensable part of revenue work at taluka level. So, we may insist on a totally blind person performing the work effectively only when clerical assistance is provided adequately, and nature of work entrusted is safe enough to warrant dispensing with cross verification of data.
