Dear Kanchan Madam,
Namastee. I am not fully conversent in the issue on hand, but desire
to share some thoughts with you. I hope that I am not fully off the
mark. I remember to have heard  about a blind person, who functioned
as a office superintendent in PWD , Karnataka. He happened to be the
father of one of my friends and I had heard that he used to work with
the assistance of some clerical staff. This is some twenty to twenty
five years back when there was no such assistive technologies as we
are having today. Further, in government, cadre is important and a VI
person can always be given other performable tasks in the same cadre.
A good example is in respect of IAS, where VI persons cannot perform
the line duties associated with the posts of an Assistant Commissioner
or a Deputy Commissioner (District Collector). But it is now a matter
of fact that VI persons are eligible to get into IAS.
