I doubt RBI will redesign and mint those coins again; nor they will withdraw 
the already circulated coins.  What seems to me the right way is, before 
introducing any public utility such as new constructions, introducing new coins 
or notes etc.   the concerned Department/agency should assure people with 
different needs about the usability of new public utility.   In India, though 
we have a disability commission, a Ministry which deals with disability issues 
and hundreds of disability organisations, none of them tried to lobby for 
mandatory accesibility.  One blame which we often face is that accessibility 
costs too much to the government exchequer which is not true in many cases if 
little care is taken in advance.  I remember, When Euro was introduced, Blind 
organisations complained about accessibility and, immediately EU withdrew the 
currency and redesigned billions of coins and notes which complied with 
accessibility standards.  If I am not wrong, many people also expressed their 
concern over 2 and 5 rupee coins.  It is entirely different issue by habit, now 
most people can easily identify these coins by touch.
