One more reason, and in my opinion paramount reason, is that a disabled passenger has to encounter much more difficulties in case of travel by unreserved ordinary general coach. For most of Disabled, that is the only mode of transport affordable. Moreover, any of us financially okay persons also may have to travel unreserved in case of urgent travel. So, having an unreserved disabled coach serves the purpose of easing such travel, in addition to fulfilling above requirements. Allotting HP quota berths makes the coach ambiguously notorious as reserved and general both can claim a share in it. Having HP berths in slipper coach mostly takes care of reasonably convenient travel versus travelling unreserved.

First of all, it is very difficult for us to locate seats/births in genral coaches without extensive enquiries and great deal of dependency on other folks. A prominently positioned disabled persons coach solves this first hurdle for us. Second is accessibility. IN theory at least, we need coaches wide and broad enough to accommodate persons on wheelchairs and births easy enough to climb (Surely all of us must have had the unpleasant experience of requesting co passengers to exchange their lower births for the upper births). Thirdly preferential service such as availability of food/water, assistance while alighting the train at destinations (especially when it happens to be a smaller station) or easy to locate persons with disability in the event of an emergency such as fire or derailment. Connectivity with other coaches also helps other able bodied relatives to have access to the PWD coach in case they had to travel in a different coach. Handicapped coach for the sake of handicapped coach with all encumbrances is not worth having and I think that is wht your are trying to say.
