Exactly. Barclays Bank here in the UK has the same website for all users and it is the most accessible and most easiest of banking websites I have ever seen. When I was living in India, I was using HDFC netbanking and it is not a very accessible site.
However, in case of ATM cards, I suspect that it is to do with enabling speech automatically rather than anything else. That's the only reason I think of having read about the technology anyway.
