After filling the form of UPSC, they will send you the performa relating to scribe which needs to be filled by you and send them back within stipulated time. you have both choices of bringing your own scribe or can use scribe provided by them.

if you have filled the UPSC form wait for their letter relating to scribe to come. When I gave the exam last year, I opted for scribe to be provided by UPSC. They provided me one UPSC employee as a scribe.
