Dear Rajesh, The Delhi Consultations were no different. Except a major discussion on the Authorities chapter- which was dismissed by one and all being too impractical, there were hardly any fruitful suggestions. Most invitees kept speaking about their problems and about the disability segment they represented and not what is wrong with the draft law.
VI sector made some good interventions with Mr. Mittal, Mr. Rungta and Mr. Anil Aneja and few others. Pranay (Eyeway) Vikas (Sambhavna) were also there from VI sector. There were several representatives from Autism sector and from National Trust Disabilities and also family members of persons with Mental Illness. The Hearing Impaired sector seemed missing except for Mr. Devi Singh Chauhan. However, in all, I felt largely the consultation was hurriedly conducted one, the two day time was not sufficient to elicit proper feedback on the draft law which people had no chance to even read nor was there any effort on the part of organizers to explain it properly due to lack of time. The organizer though promised that they will have a focussed discussion on authority Chapter once again for a day. As I said, most stakeholders have no knowledge of lawmaking hence they spoke their difficulties without referring to the draft. In such a case we need to have competent observers/facilitators in such consultations who could translate the solutions to these problems for inclusion in the draft law and if it is already included then to explain the same to stakeholders. I found several interventions that were made were actually already addressed in the draft law. Also, the organizers had not sent proper invitation/information to the stakeholders. I wasn't informed and there were several others like me. I learnt about it only from facebook friends. To me such consultations are waste of time and public money unless the stakeholders are properly educated on the process and as to what exist in the draft. This is the need of the hour given the diversity of stakeholders. Doing a state consultation just for the sake of it and getting crowd of persons with disabilities (not exposed to the process) makes no sense. I have heard form the Ms. Sudha Kaul, Chairperson of the committee, that now Government intends to take feedback on this draft from the lawyers, after the state consultations are over. The tentative date is 9-10 April and venue will be Delhi.
