i think it is very difficuld to prove, because it is not rezurve ticket.
with current ticket, any one can go and claim, about such treetment.
however one can try with consumer court.

This happened with one of my VI friend yesterday when she was
returning from bhopal with her escort. When her escort approach to
book current ticket to the bhopal rail counter, the lady on the duty
refuse to issue the concession ticket saying that she can not see
the registration number on the certificate. When my friend approach
herself on the counter and demanded the reason in writing, the lady
litraly throw the xerox on her and says that I can not give you
written statement do whatever you want. At last, they boath have to
travel in full fare. It may be noted that she is using the same

then what would be the proper channel to file such a complain and

to file the complain against this injustice. However the lady on the
counter did not tell her name or tocan number.
