Hi I think here the issue may be that the way of communication should be understood by the PIO, since there is no body amongst PIO who can understand that what is the question than how will he give the answer? Since today there are so much technology is available than why not use computer to draft the application, or what is the problem to take the help of the sighted person to write the application in printed questions? Why we people adopt such coercive demean , since there is no such requirement of being so, but we are silant in other pertinant anomalies which are being against us? I think this is spurious and frivolous argument, and not to waste time upon it.
