Amar, I think, we are depending on the circular for each and everything and making it habit to the concerned staff that they ask for a circular all the time. In this particular case, if RTO says that without driving license, one cannot be the owner; excuse me, it's not just for visually impaired, they also need to deny for non-blind people too. there may be several people, who rely on driver and owners do not know driving and hence they cannot have a driving license.
On the other note, is there any circular in that RTO office that says a blind person cannot be a owner of the vehicle. I think, we should avoid submitting circulars unless it's very essential or only when the court asks for it. I know, I am sounding rude, but being younger folks, we need to put in efforts to make sure enough awareness is created. I suppose, we do have energy to fight. In my view, if we keep on submitting circulars, tomorrow they would ask for every damn thing. Eknath, please ask RTO to given in writing, if they cannot register your vehicle.
