No, I think my point is not clear.
Even I am not saying that you go and just throw the circular on their faces.
What I am saying is that you try your best, and try to make them understand
as the sensible person. But if they don't try to understand, then it is
where the circular helps you by getting your work done, and saves your time.
So, if there exists one, then one should take it with him, because as an
individual I am sure nobody would like to visit these offices again with one
and other paper.
Neither I am denying nor are the others that VI can't own the car, neither I
have said so nor others that their exists a circular barring VI owning a
car, but do these authorities really understand this? Don’t reply me
theoretically, I am asking from a normal man's point of view. If you are a
common man, then have you ever succeeded in getting these refusals in
writing? Today you can get it easily because you have achieve something in
your life, you have got that guts which show your personality to the other
people standing in front of you, so nobody can easily deny. But look at it
otherwise.
And remember, in small cities reputation of the person still plays a big
role.
Still I am not saying that one cannot and should not go without circular,
but then the mental harassment, and fighting spirit with these authorities
should have to be on the top of everything. And remember, ultimately these
circulars and legal provisions come into picture when we start facing the
problems and things reach to legislature.

I think, we are depending on the circular for each and everything and making
it habit to the concerned staff that they ask for a circular all the time.
In this particular case, if RTO says that without driving license, one
cannot be the owner; excuse me, it's not just for visually impaired, they
also need to deny for non-blind people too. there may be several people, who
rely on driver and owners do not know driving and hence they cannot have a
driving license.
On the other note, is there any circular in that RTO office that says a
blind person cannot be a owner of the vehicle.
I think, we should avoid submitting circulars unless it's very essential or
only when the court asks for it.
I know, I am sounding rude, but being younger folks, we need to put in
efforts to make sure enough awareness is created. I suppose, we do have
energy to fight. In my view, if we keep on submitting circulars, tomorrow
they would ask for every damn thing.
Eknath, please ask RTO to given in writing, if they cannot register your
vehicle.

SBI raised a similar issue while processing my brother's vehicle loan and
we made them literally apologize for it.
So, friends apply your logic and ask others also to apply their rational
minds and do not be bogged down.
Eknath, of go for a designated driver or a joint ownership of your car,
then I am afraid you will create a very very bad precedent...
I don't have to say much if any other "Senior" access indian can guide

So far, i think, what Amar said is right. However, do not have any
printed guidlines on it.
Attention rajesh sir,
Things become easier than arguing with RTO if you have something
printed to show them or else they invent their own fundas to say how
we can't do things than suggesting how one can do it.
Kindly, senior accessindians guide as to howcan i own a vehicle. Is it
that it have to be registered on my name or else their needs to be
designated driver who will onw the car or something like a joint
account.
