Certain misconceptions need to be cleared here: Anyone talking about clean streets, you only have to visit New York to see how rats room around streets, subway trains etc and it does not prevent blind people here from using dogs. True people do have to face situations like other people trying to pet the working dogs etc and it does creat problems for a guide dog here. Nowhere are the visually challenged people well off. I can say that it certainly includes the United States. So to emphasize my point again, none of these should be excuses to avoid taking-up this issue in India.
