The original article says someone written a letter to the Chief Minister. I
think, we should write a strong letter the Chief Minister and in fact to the
Governor to ensure no such measures would take into consideration.

Are you condoning this . If people like this father who are standing for 
public office think and say such things then what is your worth.
You are then telling me that a child who is disabled should not be counted 
as a child?
In fact I am surprised that there has not been much reaction. How come we 
are not expressing our anger or hurt or do we to believe that this group is 
full of worthless people who should not be counted.
