Well, firstly, graduation does not come within the perview of education boards.
Perhaps you meant to say twelfth or higher secondary.
Secondly, graduation even in medicine without any practicals?

Recently ,
The CBSC/Gseb education Boards have passed law for the visually impeired 
students .
the law insures a VI to study and graduate in any branch of science .
They will make  special question papers for vi .
and no practicals !
and noone can stop VI to study in any branch of bio,camestry,physics,medical !

and this will start in near coming months of 2012 and 2013
