I fully endorse the view point expressed in the mail, even about 3 years 
back, I was projected doing an exclusive story on some news channel (don't 
know remember the name of the channel), however, the situation still remains 
very grave and critical regarding the public sites.

Dear Friends, I am working in Government office in Delhi, according to
me most of Government office websites are not accessable with any
screen reading softwears even with Jaws 13 or NVDA I tried in many
government of india websites, some of my friends even wrote many times
to NIC which develops government websites but no developments till
