I doubt the enforceability of these draft guidelines. the possibility is to urge the university to change their examination rules so as to reduce your problem. I did it when I was in masters in the University of Mysore. you have to tell and convince them that it is the rule followed everywhere . you have to follow it up continuously.

I checked the StatusNote.pdf file downloaded from the UGC site. It has
provisions for the NET exams. It does not ask all institutions to provide
scribe, extra time etc to vh students. Is there any UGC help line for such
problems?
