I doubt the enforceability of these draft guidelines. the possibility is to
urge the university to change their examination rules so as to reduce your
problem. I did it when I was in masters in the University of Mysore. you
have to tell and convince them that it is the rule followed everywhere . you
have to follow it up continuously.
