Well, ultimately the deputy controller of examinations of Burdwan university
has accepted her prayer. He has actually increased the extra time.
Previously 20 minutes were allowed for every paper, now she will get 20
minutes for every hour.

UGC is of no use in this case. disability commissioner may come to help.
but I don't agree with you that we should not use the both. there are some
valid reasons for availing both. the communication between scribe and
candidate takes more time than one person writing the exam. if your scribe
is slow, as it is usual since he/she is from a lower grade, it adds to the
delay. when you are instructing to writing a diagram, it consumes much of
time. there are some others as well. so, don't come to a hasty conclusion
so easily.

You are right. Today I advised the candidate to meet the controller of
examinations and apply for scribe and extra time. Her brother contacted
the UGC office today. They said that each university has its own rules
and they cannot interfere in this matter. the Disability Commissioner of
West Bengal was also approached. She clearly told that the university is
correct. We are not supposed to avail ourselves of both scribe and extra
time. We have enjoyed undue facilities so far. Unfortunately, I used both
these facilities 25 years back.
I agree with Rajesh. We should ask the Social Justice Ministry to issue a
proper guideline immediately. Otherwise we shall have to depend on
interpretations of officials and clerks.

go and meet either registrar of evaluation or VC and make a request to
change their examination rules. produce the rules of other universities,
UGC and boards and convince them about the need for extra time.
otherwise, if it is a state university, you can make a request to the
higher education department of your state government.

Yes, the Burdwan university will not agree to the draft policy. They
are showing some documents which do not categorically say that vh
examinees are eligible for scribe and extra time. However, the
candidate today contacted the Kolkata office of UGC. They said that
they cannot do anything except for NET. When the Delhi office was
contacted, they asked her to contact Some Chadda, Joint Secretary. His
contact number is available on the UGC site. I could not locate the
Joint Secretary's contact number on the site. Can you help?

I doubt the enforceability of these draft guidelines. the possibility
is to urge the university to change their examination rules so as to
reduce your problem. I did it when I was in masters in the University
of Mysore. you have to tell and convince them that it is the rule
followed everywhere . you have to follow it up continuously.
