Thanks for all the suggestions. But
These guys had come to JJ hospital Mumbai, after being refused at
Jalgoan Civil hospital, and they were redirected back. Matter of
jurisdiction was the reason given.

What is the disability upon which a certificate has to be given?

Does this vary from state to state or hospital to hospital?

These guys, due to their economic and educational background, are not
in a position to forcefully argue with the hospital authorities. Hence
if the relevant portions of the PWD act etc can be given it will help
them a lot.

thanks
Arvind Bhartiya

Then too, Vamshi, authorities insist the certificate should be issued by
authorities where you are domiciled, they even insist on district sometimes. I had given a sensible suggestion to the drafting committee to accord full faith and credit clause protection under article 263 of the constitution to
documents like disability certificates.
I am not sure government would not surreptitiously delete this provision
from the draft which is pending with ministry.
So, let us, once again, send our comments on the final draft or comments of
NAC working group thereon, to MSJE.
If people are not keen to come out with their own comments, I can forward my
version to the list and people may, individually, and NGOs as well, send
those to the ministry with modifications they deem necessary.

If that be the case, I think it would not be a bad idea to go to some
other state and get the certificate and return to Maharashtra. I know
this is not the right solution. But if the matter is urgent, then
this can be contemplated.

No surprise.
Maharashtra is notorious for its arbitrariness in disability matters.
Here in Nagpur, issuance of certificates has been suspended at least for
last three months due to some bureaucratic rangling.

They can surely approach CCPD.
Mind you, CCPD and not state commissioner for Maharashtra, as I don't
think
he would solve the matter or solve it speedily enough.

Subject: [AI] Disibility certificate

DEAR ALL<
THERE ARE TWO RP guys from Bhusaval who have lost between seventy and
eighty percent vision.
They have approached Halgoan civil hospital for disability
certificates but have been refused on the ground that they cannot be
given one till they are hundred percent blind.

Because of this they had to leave studies as they could not avail of
any concessions like writers and extra time.
Please advise how they can be helped.
regards
Arvind Bhartiya
