since this is your second exam, you were not aware of the possible
situations. right, but be careful in future as many such uncertain times may
come. there are several laws concerned with disabled which are vague in
nature. be skeptic in all aspects of such provisions and confirm every thing
well in advance. by preparing well, I meant to look after these issues also.
I hope you prepared well for your exam and you will. but we have to give
equal attention and some times even more attention to these issues while
before examinations.
as I saw, IPC 420 speaks about Cheating and dishonestly inducing delivery of
property and is in no way connected to the case. how did you got a
connection with the section? can you explain in detail? the guide lines
though prepared by the ministry of SJ and empowerment, will have binding
effect only if they issue them with the authority in the form of a
government order, gazette notification, or enactment. but these are just
draft guidelines which do not have any legal strength.
I never said, and never will say you are begging for extra time. you need
not say so. it is your moral right. only thing is to make it legal right
through some enforcing rules. even with known scribes we need extra time due
to some extra time wastage in communication. with unknown scribe it is even
more. it is good your following it up with the authority. but, make sure
that they are not protecting their subordinates. if at any time you feel
that they are not acting as expected, don't hesitate to go to the
commissionerate for the persons with disabilities or any court of law.
one more suggestion, it is not related to the present topic, your message
contains many spelling mistakes which makes it difficult to understand. I am
not intending to discourage you, and please take this in a right spirit. I
am saying this just because the communication is important. as I observed
the patterns of errors in your mail, I think it is due to unknowingly
touching some parts of the touchpad or clicking with mouse with your hand or
accidentally pressing navigational keys. to avoid this, please read the

After becoming VI this is my second exam, so that i do not know what are the
do's and dont's. As you told me to prepare well I had prepared well. The
first competitive exam which I appeared was RRb on may 6th in that they
provided extra time. As you shoot a mail that 60% was withdrawn from RRC but
in their latest notification RRC "special recrutment drive for disabled they
clearly mentioned that the scribe should be not more than 60% which was
announced on 9th june, 2012".
When the guidelines are prepared by the social justice department why are
they keeping that guidelines wighwith them. According to IPC 420 section it
is applicable in all over india. Why cant the guidelines applicable all over
india. My intention is not to beg extra time. As I am not aware of the
scribe so that I did not meether. I am sorry if hurt. I had given met
Assistant Director for disabled to look into this matter. Yes, practise
makes men perfect.

as another member replied earlier, you have some wrong perceptions and wrong
actions. as they said, there is no government order or any universal law
binding all examining authorities in the country. all that is there is a

well you could have taken some precautionary steps to avoid this. instead of
asking for extra time in the exam hall, you could have studied thoroughly
the examination rules issued by your recruitment authority. if the rules
were unclear, silent, or not available to you or if they would be
detrimental for you, you could have written to the top officer of that
recruiting agency for an urgent action. regarding the scribe also, you could
have done the same thing. you could have enquired about the qualification,
language and writing ability, knowledge of how to pronounce technical terms
and notations of your subject. also, you could have negotiated the
possibility of taking a speed test of the scribe. all that is gone. please,
all the members, check such things well in advance before attending any exam
in future.
now, as per my knowledge, the only option left is to make a complaint to the
state commissioner of persons with disabilities and seek for a remedy. but,
that is also not sure. and for your information, there is no rule stating
extra time cannot be given in competitive exams. whether it is academic, or
it is competitive exam, the problems of the VI are the same. and I have seen
some exams like UGC NET and Karnataka Gazetted Probationers' exam, (KAS)
where extra time is given in competitive exams. wish you all the best for

Hello list members,
On this day Andhra Pradesh government was conducted AP Teacher Eligibility
Test. In the exam hall I asked the examiner to provide me extra time for me.
the examiner advised me to talk with district education officer. after half
an hour DEO visited my room I told him about my concern. He contacted the
direcctor and refused me to provide extra time. He told me extra time is
only permisible in acadamic class only not for competetive exam. I was
schocked after hearing the news from an officer who is a District incharge
for education department. Is it true extra time is permisible only for
central government exams and academic exams?
Due to this distrubance I could not write the exam properly and I had not
given extra time. I told the DEO that there is Government order which is
applicable for all over the India. But he is not ready to take my point.
Another thing is that class X student was provided as scribe for me. She was
not having fluency in reading telugu terminology as well as phsycology
terms. So it took lot of time to understand a question.
What should I do regarding this issue.
How should we educate District officers? Does the government orders reaches
the officers? Will through the orders into dust bin? Is there is any
communication gap between disability department and various department?
Please suggest me what to do and how to educate the district officers. To
whom should I complaint regarding this.
