I think in such cases, pursuing the matter at district level is not a good
idea. better it be fought at the state level since the erring official
himself is a district officer and I think the problem is also with state
level officers.
filing an RTI application can be done only to obtain the information and not
for grievance redressal or any type of such legal fights. you can only use
it as a prelude to get the info you need for your battle. but RTI itself
cannot give you solution. remember: you cannot even seek for interpretation
or opinion through RTI application and all such applications can be
summarily rejected.
I will never advise one to take such a serious issue at the local level.
those people drag the case as long as they can and later if they anticipate
to fail in any argument, they will refer the case to higher authority. it
adds only to dragging of the issue.
regarding guidelines, yes, all the authorities have guidelines. but as I
said earlier, they are just draft guidelines and not binding ones. they are
just suggestive and not imperative. no law insist the authorities to
strictly follow them. please try to understand the meaning of a circular. it
is just a letter circulated to many people or institutions. it may not be an
order or notification. all circulars are not law.
in the meanwhile, shaik was taking the issue with the department. dear
shaik, may we know what happened to that fight?

Sazid I can understand your anxiety and the problem you would have suffered.
Due to this lack of awareness even among the people who are sitting on
the higher authorities.
But don’t get dishearten with these occurring witch are bound to
happens with us.
In this particular case I would advise you to take this grievance to
the appropriate place, either you can reach to the education
department based on your district it self or pursue this matter via
any NGO who would be active in disability field.
There can be other mechanism as well but I don’t think they will be
feasible in your case, meaning filing an RTI or dragging concern
officials to the court of law.
Apart from it you can file an online complaint form over HRD ministry site.
But it would be better to take this issue step by step, I mean first
of all on local level itself and then if not redress then Higher
authorities.
Here I would also like to clarify that there are appropriate guideline
for the extra time provided for VH candidate in all examinations
whether it is academic or competitive exams.
UGC, Banks, Education departments etc. everybody have now proper
directions through circulars to insure mentioned extra time duration.
The thing is that you should obtain those circulars,
And for the benefit of your and others most of the required circulars
related with the visually challenge are available on

Test. In the exam hall I asked the examiner to provide me extra time for
me. the examiner advised me to talk with district education officer.

half an hour DEO visited my room I told him about my concern. He

is only permisible in acadamic class only not for competetive exam. I

given extra time. I told the DEO that there is Government order which is

was not having fluency in reading telugu terminology as well as
phsycology
terms. So it took lot of time to understand a question.
What should I do regarding this issue.
How should we educate District officers? Does the government orders
reaches
the officers? Will through the orders into dust bin? Is there is any
communication gap between disability department and various department?
Please suggest me what to do and how to educate the district officers.
