Then, provide the circular and explain them everything. you know, The funny thing happens some times. They might argue "visually impaired" doesn't mean that you people. I'm not telling this simply. I myself had experienced this ☺! explain them thoroughly and make them to understand what you are!. To be frank, I did not provide any circular for availing the A T M and online banking facility at S B I. ☺!
